The IMF Managing Director Dominique Strauss-Kahn expressed his viewpoint of huge capital flows and warned it could be destructive as it may destabilise the currencies and asset prices. In the light of his outlook an overview of present Indian policy is handy.

Foreign Institutional Investors is the expanded form of FII. But as the caption says, the FII is flooding India. Now in the background of discussions about global warming no one must forget to see this flooding.

Dominique Strauss-Kahn's outlook may not be considered lightly. He rightly pointed out that the revival after the financial crisis may be a good sign generally, but its negative side of destabilising economy must not be unseen.

Liberalisation, globalisation, privatisation, development in communication standards, technology, etc have boosted the foreign capital flows. Any country especially in the midst of revival from the financial crisis would love such inflows into their economies. But care should be taken so that it may not overflow.

Foreign investment inflow hiked in comparison to previous fiscal year. Now the finance ministry formed a working group to recommend changes in its FII policy in order to attract more capital inflows. Two methods will also be studied viz the portfolio investments and the participatory notes. First one is a course by which foreign entities invest and buy shares or bonds without enjoying control of the entities they invested. Unregistered entities will be permitted to invest in domestic markets through the second method. India at present wants increase in the foreign funds rather that to curb the huge inflow.

Planning Commission Deputy Chairman Montek Singh Ahluwalia stated that the productive use of the capital will prevent it from overflow and destabilisation. His statement is backed with the policy of India to invest huge amount in infrastructure in the near future and these foreign funds will be added boost.

End Note

Let us hope that India will act in time and use the capital in proper way for development and preserves the friendly relations with the foreign investors and also keep a cautious eye. If the capital inflow is tending to destabilise economy in anyway timely changes in its policies might be helpful such as taxation, appreciation in exchange rates etc. Hope the committee will also look after these prospective issues. Let the flood be diverted to channels in order to cool the global heat.

Nuclear pact: New clear fact

A short Intro

The nuclear pact between India and Canada was in the news. Apart from policy and political concerns I look forward to give an independent thought to the same. India is now hopeful of becoming a nuclear powered nation in the list of world nations. One of India's biggest concerns in future is energy or the needed source of energy for use. India is eyeing some big nuclear reaction projects in the future to settle its energy concerns. So in the light of the huge energy requirement of the nation the current nuclear pact between Canada is to be looked into as a hopeful one.

Two Nations; Two Resources

In the case of energy both the nations have some abundant resources. A glimpse into those two resources held by these two nations is worthy.

Canada has large resource of Uranium. Uranium is a silvery white metallic chemical element. From uranium its isotopes U-238 and U-235 arises. U-238 and U-235 are found in nature. It has the highest atomic weights of the naturally occurring elements. U-233 is manmade. It can be produced from natural thorium. India has large resources of Thorium.

Uranium and its fissile characteristics are used in nuclear weapons. Depleted uranium is used as penetrators of high density in military ammunitions also. It can also be used as a shielding material. It is used as a source of power in nuclear power plants. U-235 is commonly used to create energy. Nuclear waste is also a big concern. In this regard the alternative thorium when undergone a reaction process leaves no waste. Canada is rich in Uranium.

In this context it is interesting to note that Thorium is much more present in earth than Uranium. It has been used successfully as an alternative to Uranium by the molten salt reactor experiment. The thorium fuel cycle produces U-233 and made use mostly in nuclear bombs. Thorium produces less radio active waste.

India is looking forward to cope up with its electricity demands through its thorium based reactors in the near future. Thorium can be made use of in aircrafts, electrical equipments, nuclear fuels, X-rays, and the list goes on.

The meeting between the two prime ministers of both nations have paved way for a big future. Much weight can be given to the words of Stephen Harper, Prime Minister of Canada. He said it will be a tremendous opportunity for both countries. India is planning a nuclear based power generation for the nation's energy needs. Full co-operation and support by Canada by the pact will be added advantage to India's hopes.

End Note

Energy is power. Power is great tool in the hands of nations. When turning into nuclear powers the whole world will keep a keen eye on the nation. India is already on the verge of emerging as a nuclear super power nation. No other nation can dictate her on how it be used. The point is that it is her choice to make the best and correct use of the power in her hand and wait to become a super power. The latest pact between Canada emphasises the evolutionary process. It is a 'new clear fact'.
